Signs in the parks warn visitors not to feed, approach or otherwise deal with relatively large otters, ranging in weight from 7 to 15 kilograms.

However, the advice would not have saved Spencer, who was walking around the botanical garden with a friend when he was attacked by about 20 otters.

Spencer believes it was a misidentification, as the otters were calm before being triggered by a runner. As the runner moved past Spencer with the otters in pursuit, Spencer somehow became a target.

“All of a sudden they probably thought I was (a runner),” Spencer said.

When they turned on Spencer, causing him to fall, the otters attacked frantically. Spencer believes that if his friend hadn’t caught up with him and scared off the threatening puppies, he might have been an otter.

“If it wasn’t for my friend, I don’t think he would still be there, he would be dead,” Spencer told the local newspaper Today.
