Customers who wanted to provide meter readings in the last attempt to save money before the withdrawal were disabled after the websites of British Gas, SSE, E.ON and EDF collapsed. British Gas later announced that it would accept photos of meter readings sent in the coming days.

Energy companies blamed Martin Lewis for the problems after a consumer advocate encouraged people to submit meter readings before prices went up.

Mr Lewis called their claims “ridiculous”.

Putin has repeatedly demanded that countries pay for their gas in rubles, but Western countries have refused.

Details of the Russian leader’s decree show that he has partially resigned with a proposal for a compromise mechanism that would allow gas buyers to continue to pay for supplies in euros and dollars. Gazprombank will then convert them into rubles.

It was not clear on Thursday night whether Western countries were ready to accept the proposal.

Leon Izbicki, a natural gas analyst at Energy Aspects, said: “Our view is that the ordinance limits the risk of a complete shutdown of Russian flows. This is the compromise we expected. It is a way for both sides to keep their faces.

“On the one hand, Russia can still say that payments will end up in rubles, but at the same time, the European side can say, well, from a technical point of view, payments are still made in euros and US dollars.”

Putin said “Russia values its business reputation” and insisted that the country would continue to supply gas to the West if it met its demands.
