The Center for Cities cited TfL Tube figures which showed that “last year’s strong return to the office” had stalled, with weekday journeys into the city center today at 70 per cent of February 2020 levels.

The think tank urged Mr Khan to consider “significantly cheaper” journeys on Fridays and Mondays. The report said the policy could pay for itself if it led to more people traveling.

“If the temporary suspension of the Friday morning rush hour – the least popular day for office work – resulted in a significant increase in commuting, there could be an overall increase in revenue,” the think-tank said.

He added that there is not enough evidence to show that working from home is good for the economy.

“As employers, we know that many of our employees have enjoyed the benefits of working far more from home,” the report said.

“Countless studies show that staff appreciate increased flexibility and reduced costs and time spent commuting. Many note the importance of an improved ‘work-life balance’ brought about by not being in the office as often.

“But some of these changes have come at a price. Our city centers are less busy, many street shops and smaller businesses are closed, and our public transport system is quieter and more dependent on subsidies.

“There is also evidence that some employees – particularly young people – may miss career development, social engagement and the opportunity to learn from their colleagues.”
