A metropolitan police officer who killed a charity worker at a zebra crossing in the West London he drove three times the speed, the court ruled.
PC Francis, 33, of Tongham, Surrey, was chasing another car that threw fireworks when it crashed into Andrew Brown, 23, in Hounslow, West London, around 12 noon.
Andrej, from Glasgow, was taken to hospital but later died of his injuries, and another 16-year-old boy was injured in a November 2019 incident.
Officer Francis, 33, of Tongham, Surrey, was chasing another car that threw fireworks when it crashed into Andrew Brown, 23 (pictured) in Hounslow, West London.
Despite traveling within 20 km / h, Francis was driving at 60 km / h when he fatally crashed into a charity worker.
Francis has admitted one lawsuit for causing death by reckless driving and will be convicted later in Old Bailey.
During a hearing in the Westminster Magistrates Court, Francis spoke only to confirm his identity and plead guilty.
The court found that Francis did not take into account pedestrians crossing the road near the railway station when pursuing the other vehicle.
Prosecutor Lisa Rose told the court that the crime falls into the “category of reckless driving, not far from dangerous driving.”

She continued: “He was trying to catch up with the vehicle from which the fireworks were thrown.
‘The police vehicle had no lights and sirens on and it was dark.’
District Judge Tan Ikram granted him an unconditional bail before his conviction at the Central Criminal Court.
PC Francis faces a maximum of five years in prison, and a trial date has not yet been set.
